NCC, Telecom Operators Launch Free Data Initiative for Educational Platforms

The Nigerian Communications Commission (NCC), in partnership with the Association of Licensed Telecommunications Operators of Nigeria (ALTON), has launched an initiative offering eligible learners free daily data to access approved educational platforms and digital learning content.

The Zero-Rated Data Access to Approved Educational Platforms and Content Initiative, which commenced on October 1, provides eligible users with up to 100 megabytes (MB) of free data daily for designated educational websites and platforms.

The initiative was announced in a joint statement signed by NCC Director of Public Affairs, Nnenna Ukoha, and ALTON Chairman, Gbenga Adebayo, on Thursday in Abuja.

According to Ukoha, the programme is designed to reduce the cost of digital learning while improving access to educational resources, research materials, online courses and other academic activities.

Under the operator-sponsored arrangement, a learner who receives the full 100MB daily allocation could access approximately 700MB of educational content weekly, about 3GB monthly and up to 36.5GB annually.

NCC: Initiative Will Boost Digital Skills

The Executive Vice-Chairman of the NCC, Dr Aminu Maida, described the programme as part of broader efforts to equip Nigerians with digital skills, expand access to knowledge and strengthen human capital development.

Maida said the initiative aligned with President Bola Tinubu’s ambition to build a $1 trillion economy, adding that achieving the target would require sustained investment in education, skills development and access to learning opportunities.

He said the impact of the programme should be assessed beyond the daily 100MB allocation, particularly when calculated over several months and across millions of potential beneficiaries.

“One hundred megabytes of data might sound a little, but when you look at it over a month and over a year, and cumulatively over the millions of learners and students that are going to access it, it’s really a significant investment by the industry towards the future of this country,” Maida said.

He added that improved connectivity could help reduce disparities in access to educational resources by connecting students with teachers, learning materials and other knowledge resources regardless of their location.

According to him, expanding access to digital education could help produce a more skilled and productive workforce capable of driving innovation, economic growth and national development.

“If the economy becomes more productive through these people who access these educational platforms, they are the future innovators in Nigeria. They are the ones who are going to come up with ideas and become leaders of tomorrow,” he said.

Maida also noted that improving learners’ productivity could create long-term opportunities for the telecommunications industry, stressing that the programme was an investment in Nigeria’s future rather than a pursuit of immediate commercial returns.

ALTON Says Industry Support Valued at Nearly N200bn

Adebayo said the telecommunications and wider technology industry had demonstrated strong commitment to the initiative through financial and in-kind contributions valued at nearly N200 billion for the initial pilot involving 5,000 learners.

He said the estimated value covered the daily 100MB connectivity allocation, network resources, devices, terminals and other forms of support provided by industry stakeholders.

According to him, telecommunications operators are absorbing the cost of the connectivity and network capacity required to provide daily access to approved educational platforms.

Adebayo said the programme had attracted support across the technology ecosystem, including telecommunications operators, original equipment manufacturers, tower companies and other industry stakeholders.

He stressed that the impact of the initiative should not be measured solely by the amount of free data provided but by its potential to expand access to knowledge and opportunities.

According to him, beneficiaries could use the connectivity to prepare for examinations, conduct research, acquire digital skills and participate more effectively in Nigeria’s growing digital economy.

Adebayo said ALTON and its members would continue working with the Federal Government, NCC, Federal Ministry of Education and other stakeholders to ensure that the investment delivers measurable and sustainable educational outcomes.
