The Federal Government of Nigeria, under President Bola Ahmed Tinubu, has reinforced the mandatory compliance of all Ministries, Departments, and Agencies (MDAs) with the Infrastructure Concession Regulatory Commission (ICRC) Act for all Public-Private Partnership (PPP) agreements.
According to a government circular, non-compliance with the ICRC Act, its policies, or guidelines renders any such agreements illegal.
Outlined in the 2025 Budget by the Federal Ministry of Budget and Economic Planning, the directive called for streamlined and accountable PPP processes.
Under the leadership of Dr Jobson Ewalefoh, the ICRC has implemented reforms, including:
A 6-point policy framework to guide PPPs.
Streamlined processes enabling compliance certificates to be issued within 7 days.
Enhanced inter-agency collaboration to fast-track projects.
New performance-based conditions to ensure effective PPP delivery.
