Ishe Samuels-Smith is set to join Chelsea from Everton for a fee in the region of £4million, according to The Athletic.
Samuels-Smith has agreed a three-year deal to move to Stamford Bridge.
The 17-year-old defender has been at Everton throughout his young career so far.
He rose through the ranks to represent Everton at Under-18 and Under-21 levels.
Samuels-Smith has featured in first-team squads but has not made an appearance for the senior side.
