One person was killed and two others were injured in a rush hour stabbing rampage in downtown Melbourne Friday, that saw police shoot a knife-wielding suspect near a burning vehicle.

Police said officers “initially responded to a report of a car on fire” in the city centre at 4:20 pm local time, but discovered at the scene that members of the public had been stabbed.

Media showed video footage of police then trying to restrain a large man in a dark tunic who was lunging, slashing and stabbing wildly at two officers as a pick-up truck burned nearby.

The officers were seen trying for at least a minute to detain the man peaceably as his attacks on them continued, before one office shot him with a weapon.

“A man was arrested at the scene and has been taken to hospital under police guard in a critical condition,” police Superintendent David Clayton said.

He said another person died at the scene and two others are still being treated.

“There is no known link to terrorism at this stage,” Clayton said.

“We will keep an open mind as to whether there is any link. It’s very early stage of the investigation.”

Police warned people to avoid the area and dispatched the bomb squad to secure the area and examine the burning car.

Officers said they “are not looking for anyone further at this early stage.”

“The exact circumstances are yet to be determined at this stage. The area has been cordoned off,” police said.

“Anyone with information or who witnessed the incident is asked to go to Melbourne West Police Station to make a statement. We will provide further information when it comes to hand”

The apparent attack came as a 28-year-old James Gargasoulas underwent trial in Melbourne for driving into a crowd in the same area in 2017, killing six people.

What we’ll do to corps members involved in election malpractice – NYSC

The Director-General of the National Youth Service Corps (NYSC), Maj.-Gen. Suleiman Kazaure, has warned corps members to avoid any form of election malpractice as anyone caught will be prosecuted.

NAN reports that Kazaure gave the warning in Ibadan on Tuesday during his advocacy and sensitisation visit to Oyo State.

The director-general warned the corps members not to accept any form of inducement, including money from politicians, strangers and members of the public.

He advised them to always study their environment and be security-conscious, saying that corps members participating in election duties must be in their NYSC uniform.

“Your Identity cards must be on you; ensure your phones are recharged with enough airtime; be armed with pocket notes; have the phone numbers of your local government inspectors and Divisional Police Officers (DPOs).

“Peradventure there is any problem, protect yourself first and report to the nearest police station.

“The security operatives will all be deployed during the exercise. Note that participation is not compulsory for you.

“Never drag anything with anybody. You may decide not to participate because it is optional. Any corps member that violates the law having been warned, would be prosecuted.

“INEC officials will train you people and clothe you with everything needed for the elections. After the training, they will select the best among you; so be good ambassadors of the scheme, your family and Nigeria,’’ Kazaure said.

Also speaking, the Chairman, Ibadan South-East Local Government, Mr. Abimbola Omiyale, promised that the government would do its best to ensure adequate security of the corps members.

“We are all joining hands to make sure that the corps member who will work anywhere in the state, will be protected and that the election is violent-free,” he said.

Also, the Oyo State NYSC Coordinator, Mrs Emiola Ambekemo, said the sensitisation was to remind the corps members that they must be law abiding.

“They are already aware of the right things to do especially in times like this. We just need to remind them that they must be law abiding as anyone who violates the rules will face the law as the director-general has said,” she said.

Speaking on behalf of the corps members, Mr Ajiboye Okoye assured the director-general and the management of NYSC that the corps members would not compromise in any way.

“We have taken a resolution today to abide by the law, guidelines of INEC and be good ambassadors of the scheme,’’ he said.

Workers bundle MD out of Enugu Federal Neuropsychiatric Hospital

There is mild drama at the Federal Neuropsychiatic Hospital Enugu, as the embattled Medical Director, Dr. Jojo Onwukwe has been kicked out by the workers.

Onwukwe, who was suspended by the Board of the Hospital, suddenly staged a come back to resume duties.

He is said to be in a last minute attempt to install his cronny as successor.

DAILY POST reports that Onwukwe was suspended on 10th January, 2019 by the Hospital Board over a wide range of issues.

A letter to that effect, which was addressed to the Minister of Health, was obtained by DAILY POST.

The letter, which chronicled some of Onwukwe’s poor management activities was signed by the Board chairman, Hon. Shaban Ohimoni Shuaibu.

He recalled in the letter that “Onwukwe was arrested during the inauguration of the Board of the Federal health institutions in March, 2018 and after I stood surety to have him released, he jumped bail.

“You will also recall that the Board frequently had to resolve industrial and serious interpersonal differences, first a local strike at the beginning of our tenure, and most recently rowdy protest by workers during the last board meeting because of his refusal to comply with my advice to pay and offset staff claims emanating from promotion arrears, interdiction and other shortfalls in their emoluments.

“Dr. Onwukwe has refused to implement board decisions, instead he gives counter directives to the staff and withholds correspondences, ignores phone calls and text messages of the chairman and members of the Board, even going as far as summoning Board members, including the chairman, to meetings on his own assumed authority.

“Matters came to a head when he tried to usurp or scuttle the process of selection of a new Medical Director refusing to call Board meeting to ratify the report of the Appointment Promotion and Disciplinary Committees on the process and instead invited the ministry, summoned the Board and invited shortlisted candidates for an interview and deliberately refused to invite the Federal Character Commission that has a constitutional mandate to monitor the process of recruitment exercise of this magnitude.

“Confronted with his misdeeds, he walked out on the board, leaving behind several disgruntled workers.

“Consequently, the Board has resolved to suspend him indefinitely to create room for the selection of a new Medical Director.”

DAILY POST reports that Onwukwe had on Monday commenced moves to return to the Hospital two weeks after his suspension.

He sent advanced team of policemen, an action that provoked the Hospital workers.

They quickly mobilized to the gate where they all laid in wait for the Medical Director, vowing not to let him in. He was not seen throughout the day.

However, on Tuesday, he eventually stormed the Hospital and ended into the waiting hands of the workers, who made real their threat and bundled him out of the Hospital.

Speaking on the developments, Mr. Friday, secretary of the Medical and Health Workers’ Union, Ozurumba Anthony, Chairman of the Senior Civil Servants’ Association in the Hospital and Dr. Udeagha Charles, President of the National Association of Resident Doctors vowed that they would not allow a return to the dark days.

“Our stand is very clear; for more than 8 years we have had crisis in this Hospital over the bad leadership of the Medical Director; we have tried times without number to resolve the differences amicably but he refused.

“Due to his stubbornness, and fortunately for us, the Board of the Hospital suspended him and now, instead of him to honourable bow out, he is making desperate moves to come back but the entire workforce are in one voice. The JOHESU members, other workers, the doctors are in one accord- on no account should he come back.

For Ozurumba, “That is why workers have come out today to resist that.

“He has destroyed the institution. We cried for several years to be included in IPPIS but refused; all the welfare issues were neglected by this man.

“There is no light here, there is no water. If you go to our lab, there is nothing to work with. Our pharmacy is a shadow of itself.

“We know that there is no letter asking him to come back. We have called the ministry, we have called the Board chairman and we confirmed that he was never reinstated.”

The Code of Conduct Tribunal (CCT) has rejected High Court orders and request by the Chief Justice of Nigeria (CJN), Justice Walter Onnoghen restraining it from hearing charges against him.

The members of CCT in a split decision of two to one, refused to adjourn the matter indefinitely.

The tribunal Chairman, Danladi Umar and the third member of the three-member panel, Julie Anabor refused the CJN’s application for indefinite adjournment and said the orders by High Courts were not binding on the CCT.

The second member, William Agwadza Atedze in a dissenting opinion, agreed with the CJN that with the orders by the High Courts and the appeal before the Court of Appeal, it was necessary for the CCT to adjourn indefinitely pending when the issue of jurisdiction was resolved.
