Federal Government BEA Scholarship 2018/2019 Application Form

Bilateral Education Agreement BEA Scholarship Form 2018/2019 Session.

Federal government scholarship award application is now open. The Federal Ministry of Education invites interested and qualified Nigerians to participate in the 2018/2019 Nomination Interview for Bilateral Education Agreement, BEA Scholarship Award for:
i) Undergraduate (UG) studies tenable in Russia, Morocco, Algeria, Serbia, Hungary, Egypt, Tunisia, Turkey, Cuba, Romania, Ukraine, Japan, Macedonia; and
ii) Postgraduate (PG) studies tenable in Russia (for those whose first degrees were obtained from Russia), China, Hungary, Serbia, Turkey, Japan, Mexico, South Korea, e.t.c.

All qualified candidates are advised to:
a. Visit Federal Ministry of Education’s website www.education.gov.ng and click on READ MORE on Federal Scholarship Board ICON on the Home Page:
b. Read Guidelines and then Complete the Application Form online
c. Print the completed Application Form
d. Submit two sets of the Printed Application Forms at the venue of the interview as scheduled below.
NOTE/ Warning: Double Entries will be disqualified!

FIELDS OF STUDY:
a. Undergraduate level – Engineering, Geology, Agriculture, Sciences, Mathematics, Languages, Environmental Sciences, Sports, Law, Social Sciences, Biotechnology, Architecture, Medicine (very limited), etc; and
b. Postgraduate level (Masters Degree and Ph.D) in all fields.

CRITERIA FOR ELIGIBILITY:
A. UNDERGRADUATE SCHOLARSHIPS: All applicants for undergraduate degree courses must possess a minimum qualification of Five (5) Distinctions (As & Bs) in the Senior Secoundary School Certificates, WAEC (May/June) only in the subjects relevant to their fields of study including English Language and Mathematics. Certificates should not be more than Two (2) years old (2016 & 2017). Age limit is from 18 to 20 years.

POSTGRADUATE SCHOLARSHIPS: All applicants for Undergraduate degree courses must hold a First Degree with at least 2nd Class Upper Division. The applicants who are previous recipients of Foreign Awards must have completed at least two (2) years post qualification or employment practice in Nigeria. All applicants must have completed N.Y.S.C. Age limit is 35 years for Masters and 40 years for Ph.D. and only:
i) N.Y.S.C discharge or exemption certificates only are accepted;
ii) Evidence of readiness to be released by employer.

NOTE (For all Applicants):
i) Since the BEA countries are non-English speaking, applicants should be prepared to undertake a mandatory one year foreign Languare course of the country of choice which will be the standard medium of instruction; and
ii) All applicants for Hungarian Scholarships must visit the website: www.stipendumhungaricum.hu before 15th February, 2018.

• Print the completed form and bring to the interview venue in addition to 2.0 above.

VENUE OF INTERVIEW:

All eligible applicants are to report for interview at the venues scheduled for their respective Zones of origin for proper identification. Two sets of completed application forms should be submitted at the various interview centres with the following attachments:

i. Two sets of Photocopies of Educational Certificates and Testimonials of previous schools attended with the originals for sighting;
ii. Only one certificate is accepted i.e WAEC of May/June for
Undergraduate applicants;
iii. Two copies of Birth Certificate from National Population Commission;
iv. State of origin/LGA certificate duly signed, stamped and dated;
v. Four (4) coloured passport sized photographs on white background; and
vi. Postgraduate applicatns will be required to submit Academic transcripts and NYSC discharge or Excemption certificates only.

Impact of education financing on Nigeria’s economic growth

There are currently increasing complaints about poor standard of education at a period when globalisation demands much from the educational system in terms of preparation of skillful labour force.

The major challenge of public education still remains the commitment by the government to focus on funding public education to enhance qualitative learning.

Education funding comes from different sources. The major one for all levels of government is public revenue from taxation and proceeds from crude oil.

These funds are reported to be distributed among primary, secondary and tertiary educational levels in the proportion of 30 per cent, 30 per cent and 40 per cent respectively.

To create more awareness on the issue of education financing, with the hope of getting policy change, Action Aid and its partners in December, 2018, held a two day meeting tagged “Breaking Barriers to Education’’ in Sokoto and Lagos.

In both cities, the meetings had in attendance representatives of the state Ministries of Finance, Budget and National Planning, Education, Federal Inland Revenue Service, Civil Society Organisations and the Association of Persons with Disabilities.

The Education Programme Cordinator, Action Aid Nigeria, Mr Laban Onisimus said in spite of the general consensus on the importance of education, many governments were spending less on education.

“People pay taxes for basic services and in most countries around the world one of the first expectations of tax payers is that their government will invest in providing basic education.

“Indeed it is part of the fundamental unwritten contract between citizens and the state that tax money will be spent on providing public schools accessible to all children,’’ he said.

Onisimus said that most of the working population in the country were reluctant to pay their taxes because of the poor quality of public schools and other services in the country.

Onisimus revealed that the Action Aid through the Breaking Barriers Project was working with stakeholders in Lagos and Sokoto to advocate for increase in budgetary allocation to the education sector.

Similarly, Mr Chinedu Bassey from CISLAC said that poor funding of the education sector has led to under performance in the Nigerian economy.

He noted that sufficient budgetary allocation to the education sector was a problem in the country, especially during election years.

Bassey said that the government would be in a position to increase funding to education and provide better public services when it improves its revenue generation.

He said that the guaranteed way to improve revenue was for government to block illicit financial flows and other avenues for revenue leakages, eliminate multiple taxation and improve accountability for tax revenue.

Observers believe that educational expenditure has a significant effect on the Nigerian economic growth.

They say that the gains include increase in productivity, worker’s income, poverty reduction, acts as a vehicle for promoting equity, fairness and social justice.

They agreed that enhanced investment on education in the country would help supply the essential human capital which is a necessary condition for sustained economic growth.

Parents of female Muslim students who were barred from entering the Ladoke Akintola University of Technology (LAUTECH) International School have condemned the development.

DAILY POST gathered that no fewer than 55 female Muslim students who wore Hijab to the school were barred from entering the school premises on Monday.

But, the parents who said that they have waited for several years to ensure that their children were allow to use Hijab in the school, urged the management of the school to expedite action on the matter.

They urged the school authority to consider the issue as an emergency situation which should be treated with required expediency.

The parents under the auspices of LAUTECH Staff School and LAUTECH International College, Ogbomoso, Muslim Parents’ Forum, expressed their grievances on the failure of the school management to address them early enough.

The parents in a communique made available to DAILY POST after a peace meeting held with stakeholders of LAUTECH Staff School (LSS) and LAUTECH International college (LICO), Ogbomoso, argued that “the school process is a continuum and nothing should retard the ongoing efforts of the Committee that has been put in place to address the issue of Hijab”.

In attendance at the meeting were: Chairman Governing Board (LAUTECH International College, Ogbomoso), Chairman Governing Board (LAUTECH Staff School), Chairman Ogbomoso Parapo, Chairman PTA LAUTECH Staff School, Chairman PTA LAUTECH International College Ogbomoso, Chairman LAUTECH Security Committee, DSS Ogbomoso North Local Government, Principal LAUTECH International College Ogbomoso, Headmistress LAUTECH Staff School, Representative of the LAUTECH Public Relation Unit and resentatives of Muslim Parents.

The concerned parents in the communique signed by the duo of Mr. Ismaheel Adigun and Mr. AbdulRahman Elegbede, Chairman and Secretary respectively, said that the process relating to the use of Hijab by willing female Muslim pupils of LAUTECH Staff School and LAUTECH International College should be concluded in earnest.

The statement reads, “Sequel to the peaceful meeting held on Monday 14th January, 2019 at LAUTECH International College, Ogbomoso (LICO) premises with the key stakeholders about the use of Hijab by the willing female Muslim pupils, the followings were the key highlights of the resolutions at the meeting.

“That the process for the consideration of the use of Hijab has dragged too long since 2011; That the parents strongly express dissatisfaction on the unruly behavior and arrant use of vulgar language by some teachers against the Muslim parents.

“The Muslim parents expressed their grievances on the failure of the School management to address the Muslim parents early enough while attack is coming from teachers.

“That it was observed that there was a communication gap between the management of the schools and the Muslim parents on the ongoing efforts of the School in respect of the use of the Hijab by willing female Muslim pupils.

“That a committee had already been put in place by the Governing Board to look at the issue of the School uniform as it relates to Hijab among other things. An appeal was made to Muslim parents to allow the ongoing process of the Committee be concluded.

“The management should consider the issue as an emergency situation and should be treated with the required expediency. That the school process is a continuum and nothing should retard the ongoing efforts of the Committee that has been put in place to address the issue of Hijab.

“We humbly appeal that the process relating to the use of Hijab by willing female Muslim Pupils of LAUTECH Staff School and LAUTECH International College be concluded in earnest”.

Delta University sacks two lecturers, others in trouble over alleged gross misconduct, sundry offences

Angered by what it described as sundry offences and alleged gross misconduct by some of the lecturers, the management of the Delta State University (DELSU) has dismissed two of its lecturers in the Department of Economics, and sent a professor in the same department on compulsory retirement.

Three other lecturers of the Department of Agricultural Economics, Extension are also in trouble over alleged sex-for-marks, a demand the university management said can never be accepted or allowed to thrive in the institution.

In a statement signed by the Vice Chancellor of the university, Professor Victor Peretemode, a copy of which was made available to DAILY POST in Asaba, said the three lecturers are stagnated for three years while the professor would be retired from the university system next week.

The names of the affected lecturers were withheld in the release, but the Vice Chancellor said the decision to ensure the affected lecturers are dealt with accordingly, was reached at the 106th meeting of the Governing Council of the university after the Senior Staff Disciplinary Committee (SSDC) which carried out an investigation on acts of misconduct levelled against the lecturers, submitted its findings and recommendations to the Governing Council.

It was gathered that following the decision of the university management to lay off the affected lecturers, especially the three affected lecturers stagnated for three years, there is palpable tension and fear of the unknown in the university community as alleged efforts by them to get the State governor, Dr Ifeanyi Okowa to intervene, had been unsuccessful.

A staff of the university, who spoke to newsmen on condition of anonymity, said, “the affected lecturers, many of them are in the department of Animal and Environmental Biology, While another senior lecturer whose name did not appear with others, was warned for negligence of duty and told to strictly abide by the rules and regulations of the university as they relate to the conduct of the examination. All the information was also published in the school bulletin, there is serious tension and lobby to come back at all costs”.

Professor Peretemode disclosed that no fewer than 10 lecturers and non academic staff have been sacked in the last few months for gross misconduct and sundry offences, stressing that the university’s management has zero tolerance for offences committed by any staff .
